An MRI shows you an approximation of what is going on inside the human body. If a tool only captures data every 5 seconds it is not going to be absolutely accurate in how it reports specific problems. Unfortunately Perfmon needs to sample data over time and by necessity performs data smoothing.
Perfmon is a great tool for analyzing how busy a given system is.
